No one would really know the answer to this except the search engines themselves but as an experienced web developer and seo practioner I would say, take a look at the content of the site, is the site being managed, is spam being managed, if its not and its infested with spam then obviously the search engine isn't gonna want to recommend a site like that. If on the other hand the site gets loads of spam but its managed, removed, pruned and kept under control then I dont see any reason why the search engines will penalise you.
